Does the PDPC need to approve the system?

No. The PDPC does not pre-approve systems. The deployment provides the documented data path that an organisation's PDPA review can use.

What if we are regulated by MAS?

Sector obligations are part of the discovery conversation, and the handover names every provider and access path those reviews will ask about.
